Dr. Noel Hacegaba is the Chief Executive Officer of the Port of Long Beach, a world leader in supply chain innovation, customer service and environmental sustainability. He is responsible for advancing the Port’s pioneering projects and programs and elevating its leadership position in the global trade arena. Each year, the Port processes nearly 10 million container units carrying $300 billion in goods that power the local, regional and national economy by supporting nearly 3 million jobs.
Dr. Hacegaba leads a team of 600 staff and manages an annual budget of $834 million. He also oversees the delivery of a $3.2 billion capital improvement program, the largest of any port in the nation.
He began his 15-year Port career as Executive Officer to the Board of Harbor Commissioners, advancing to Chief Commercial Officer, then Chief Operating Officer prior to his appointment as CEO.
He has also served as the Executive Director of the Intermodal Container Transfer Facility Joint Powers Authority, before being appointed to its Board of Directors.
Dr. Hacegaba is a graduate of the University of Southern California, where he earned degrees in economics (BA and MA), business administration (BS) and planning (MPL). He also earned his doctorate in public administration from the University of La Verne.
Dr. Hacegaba is a Certified Port Executive (CPE) and earned the Port Professional Executive (PPX) and Port Professional Manager (PPM) professional designations from the American Association of Port Authorities (AAPA). Also, he has authored numerous papers and articles published by the Journal of Commerce, Port Technology International, AAPA and others.
In 2025, he was awarded the prestigious Stanley T. Olafson Bronze Plaque, the highest honor awarded by the Los Angeles Area Chamber of Commerce and the world trade community, for his exemplary leadership in advancing international trade.
In total, Dr. Hacegaba has more than 26 years of public and private sector leadership experience spanning a variety of industries, and he is an active volunteer member of the goods movement industry, serving in various top leadership roles, both locally and industry wide.
