Senator Lena Gonzalez proudly represents one million residents in California’s 33rd Senate District, which encompasses Southeast Los Angeles, the City and Port of Long Beach, Lakewood, Signal Hill, and Catalina Island. As Senate Majority Leader and Chair of the California Latino Legislative Caucus, she plays a key role in supporting legislative leadership and is a dedicated advocate on the critical issues impacting Californians.

Senator Gonzalez has led on major policies, including Broadband for All, clean transportation incentives, and expanding paid sick leave. She is also the author of the Abortion Accessibility Act to remove barriers to care and SB 1137 to protect communities from pollution and end neighborhood oil drilling.

Before joining the Senate, Senator Gonzalez served on the Long Beach City Council, where she championed various local policies focused on labor rights, supporting local businesses, sustainability, and innovation. One of her proudest achievements was the Digital Inclusion Roadmap, which has received national recognition for its collaborative and equitable approach. She also worked at Microsoft, leading social impact programs and key data initiatives on the future of work and criminal justice-related projects.

Senator Gonzalez holds a BA in Political Science from Cal State Long Beach and an Executive MBA from Loyola Marymount University. She’s incredibly proud to be the daughter of a hardworking union truck driver and devoted father, and a brave, resilient mother who immigrated from Mexico. Senator Gonzalez resides in Long Beach with her family.

Thomas A. Jacobsen is President and CEO of Jacobsen Pilot Service, a third-generation family business founded by his grandfather in 1924. A 1988 graduate of California Maritime Academy, he spent many years at sea on commercial cargo vessels, earning his U.S. Coast Guard Unlimited Master Mariners License and First-Class Pilotage. After completing the pilot training program, he transitioned into management, where he has led the company to become the first ISO 9001 certified piloting service in the United States and championed the implementation of state-of-the-art technology for precision piloting operations.

Captain Arthur Grant grew up on Catalina Island and has spent his life on the water. A graduate of California Maritime Academy (1986), he sailed on commercial cargo vessels before becoming Captain of the heavy-lift ship American Cormorant at age 30. In 1996, he joined Jacobsen Pilot Service, where he has since completed over 12,000 pilot assignments. He now serves as a senior Watch Captain, playing a key leadership role in operations and in the training and development of both new and experienced pilots.

Matt Schrap currently holds the position of Chief Commercial Officer for Forum Mobility Inc. Forum is an EV charging infrastructure and leasing provider that has a unique focus on the heavy-duty trucking sector. He assumed the role in August of 2025 and currently is focused on bringing value added services to fleet operators who deploy Heavy Duty Zero Emissions equipment. Prior to joining Forum, Matt was the CEO of the Harbor Trucking Association (HTA), the largest Drayage focused Association in the United States. Matt worked closely with fellow supply chain stakeholders along with local, state and federal regulators on a multitude of issues impacting drayage movements on the USWC. As HTA’s CEO from June 2021 through August 2025, Matt was featured on several national news programs including 60 Minutes, ABC Nightly News, Fox News, CNBC, PBS News Hour, Bloomberg TV, National Public Radio, California Insider, Road Dog Trucking Radio on SiriusXM and a host of other local network affiliates. Even in his current role, Matt has continued to remain a trusted voice on state and federal policy issues and their influence on supply-chain efficiency constraints within the drayage industry.

Robert Loya As Chief Operating Officer (COO), Mr. Loya provides strategic leadership and clear communication to TGS's operations teams. He is dedicated to fostering a fair and ethical environment for all employees, leased motor carriers (LMCs), and other partners. Mr. Loya directly oversees all facets of the Carson, Fresno, and Reno operations, including Safety and Security. His oversight encompasses financial management, purchased trucking, LMC relationships and compliance, safety adherence, marine terminal relationships, commercial development, vendor relationships, and providing security expertise for all TGS locations. He ensures that operations teams consistently service customer cargo efficiently, cost-effectively, and in alignment with expectations.

Chanel Parson is responsible for progressing SCE’s vision for a Clean Energy Future through accelerating the adoption of electric vehicles, solar, and battery storage. Chanel also progresses this vision through her responsibility for Demand Flexibility, including demand response, vehicle-to-grid integration and virtual power plants, to optimize the customer-grid interface in support of energy affordability and grid reliability and resilience. Her portfolio includes over $1 billion in programs that directly support California’s objective to reach carbon neutrality by 2045. Prior to this role, Chanel has also served as the executive responsible for building electrification, and energy efficiency programs. With over 19 years of utility experience, Chanel has led teams in training, transmission and distribution operations, project management, regulatory, safety, and customer service.

Dr. Noel Hacegaba is the Chief Executive Officer of the Port of Long Beach, a world leader in supply chain innovation, customer service and environmental sustainability. He is responsible for advancing the Port’s pioneering projects and programs and elevating its leadership position in the global trade arena. Each year, the Port processes nearly 10 million container units carrying $300 billion in goods that power the local, regional and national economy by supporting nearly 3 million jobs. Dr. Hacegaba leads a team of 600 staff and manages an annual budget of $834 million. He also oversees the delivery of a $3.2 billion capital improvement program, the largest of any port in the nation.

Chief of Police Jim McDonnell brings over 40 years of dedicated service to law enforcement. He began his career with the Los Angeles Police Department (LAPD) in 1981, steadily rising through the ranks to become First Assistant Chief. A nationally recognized leader in community policing, Chief McDonnell was instrumental in transforming the LAPD by prioritizing de-escalation techniques and strengthening community relationships, helping to position the department as a model for modern policing nationwide.

In 2010, Chief McDonnell was appointed Chief of the Long Beach Police Department, where his leadership led to significant reductions in crime. His efforts earned Long Beach national recognition for its work in community engagement, counterterrorism, gang enforcement, and human trafficking investigations. In 2014, he was elected Sheriff of Los Angeles County, where he focused on accountability by establishing key oversight mechanisms, increasing transparency, and launching initiatives to build community trust.

Chief McDonnell holds a Master’s Degree in Public Administration from the University of Southern California and has completed executive education programs at Harvard’s Kennedy School of Government and the FBI National Executive Institute. A devoted family man, married with two children, Chief McDonnell’s commitment to public safety is deeply informed by his belief that strong communities are built on the well-being and security of families. His vision for the Los Angeles Police Department emphasizes strengthening community ties, enhancing officer wellness, and ensuring a safer, more resilient Los Angeles for all.

The Propeller Club of Los Angeles–Long Beach will grant scholarships ranging from $250 to $1,000 to graduating high school seniors. In 2019, the Board of Governors established two scholarships in memory of ILWU Local 13 Longshoreman David Arian and former Port of LA Chief Harbor Engineer and Propeller Club Board Member Adam Birkenbach, each awarding $1,000. In 2025, a third $1,000 scholarship was added in memory of John Ochs, USCG Commanding Officer and Chief Labor Relations Officer of APMT. In 2026, the Board further expanded its commitment to supporting future maritime leaders by establishing the Monika Wegener Memorial Scholarship, honoring her extraordinary legacy and decades of service to the Propeller Club and the broader maritime community. The recipients of these awards will be announced during the event.

Katie Farmer was named President and Chief Executive Officer in 2021 and also leads BNSF’s Board of Directors. With more than 30 years of railroading experience, Katie most recently served as executive vice president and Chief Operations Officer, where she oversaw the entire BNSF Operations organization, including train operations; maintenance of track, structures, and rolling stock; as well as sourcing, safety and training.

Prior to serving as executive vice president and Chief Operations Officer, Katie served as vice president, Service Design and Transportation Support since July 2017. In this role, she was responsible for the scheduling of railroad operations to meet customer expectations and optimize use of the BNSF network as well as service design functions for the Agricultural, Industrial, Consumer Products, and Coal business units in addition to Capacity Planning, Joint Facilities, Shortline Development, and Passenger Operations.

Katie began her career in the railroad industry with Burlington Northern in 1992 as a management trainee in Fort Worth, Texas. Katie has held a variety of positions in sales and marketing in the Chemical, Plastic, and Minerals business units. She also held positions in finance, customer solutions, and network operations. In 1998, after a field sales position in Houston, Texas, she returned to Fort Worth as director of Plastics Marketing. In 2001, she was appointed to general director of Chemical Products Sales. In 2002, she was promoted to the position of assistant vice president of Carload Equipment, supporting the Carload, Agricultural Products, and Coal business units. In December 2005, she was named vice president, sales, Industrial Products, and in June 2010 was appointed vice president, Domestic Intermodal. Beginning in January 2013, she served as group vice president, Consumer Products.
