Thomas A. Jacobsen is President and CEO of Jacobsen Pilot Service, a third-generation family business founded by his grandfather in 1924. A 1988 graduate of California Maritime Academy, he spent many years at sea on commercial cargo vessels, earning his U.S. Coast Guard Unlimited Master Mariners License and First-Class Pilotage. After completing the pilot training program, he transitioned into management, where he has led the company to become the first ISO 9001 certified piloting service in the United States and championed the implementation of state-of-the-art technology for precision piloting operations.

Captain Arthur Grant grew up on Catalina Island and has spent his life on the water. A graduate of California Maritime Academy (1986), he sailed on commercial cargo vessels before becoming Captain of the heavy-lift ship American Cormorant at age 30. In 1996, he joined Jacobsen Pilot Service, where he has since completed over 12,000 pilot assignments. He now serves as a senior Watch Captain, playing a key leadership role in operations and in the training and development of both new and experienced pilots.

Donna Lemm serves as Chief Strategy Officer at IMC Logistics, the largest and most technologically driven drayage provider in the United States. In her role as CSO, she is responsible for driving strategic growth and market expansion. With more than 35 years of experience in global logistics, Ms. Lemm has previously held senior leadership positions at Sealand Services and Mallory Alexander International Logistics. Lemm serves on the Intermodal Association North America Board of Directors and the Agriculture Transportation Coalition Advisory Board. She has recently testified before the Senate Judiciary Committee on cargo theft and in support of the Combating Organized Retail Crime Act (CORCA). She is a national speaker on international supply chain and intermodal issues, providing insights into key challenges and effective solutions. She is deeply committed to the logistics sector and strongly believes in the power of collaboration within the industry, consistently striving to enhance supply chain security, efficiency, and growth.

Chairman Laura DiBella of Florida was nominated by President Trump on September 3, 2025, to serve on the Federal Maritime Commission for a term expiring on June 30, 2028. The United States Senate confirmed her nomination on December 18, 2025, and she was sworn in on January 6, 2026. President Trump designated Laura DiBella to serve as Chairman of the Federal Maritime Commission on January 28, 2026.

Chairman DiBella previously served as Florida’s first female Secretary of Commerce, President and CEO of Enterprise Florida, and President of Business Development at the Florida Department of Commerce where she was tasked with maintaining and improving Florida’s $1.5 trillion economy. Most recently, before joining the Federal Maritime Commission, Chairman DiBella worked as a government affairs advisor for Adams and Reese LLP.

Her career in the maritime industry began after being asked to temporarily stand-in as Port Director of the Port of Fernandina Ocean Highway and Port Authority in 2017 while heading up local economic development in Nassau County, Florida. After a two-and-a-half-year tenure with the port, along with an introduction to the Florida Harbor Pilots Association, Chairman DiBella earned her role as the first-ever full time Executive Director in November 2019. In these positions, Chairman DiBella oversaw the implementation of port improvement projects and worked with state and private organizations to enact legislation and policies to bolster and protect commerce at Florida’s seaports.

Chairman DiBella earned her Bachelor of Science in Human Resource Management with a concentration in Business Administration and Management from the University of Florida. She is an avid distance runner, having completed all six world marathon majors and holds the record for the number of overall female winner titles for the world famous 7 Mile Bridge Run in the Florida Keys.

Matt Schrap currently holds the position of Chief Commercial Officer for Forum Mobility Inc. Forum is an EV charging infrastructure and leasing provider that has a unique focus on the heavy-duty trucking sector. He assumed the role in August of 2025 and currently is focused on bringing value added services to fleet operators who deploy Heavy Duty Zero Emissions equipment. Prior to joining Forum, Matt was the CEO of the Harbor Trucking Association (HTA), the largest Drayage focused Association in the United States. Matt worked closely with fellow supply chain stakeholders along with local, state and federal regulators on a multitude of issues impacting drayage movements on the USWC. As HTA’s CEO from June 2021 through August 2025, Matt was featured on several national news programs including 60 Minutes, ABC Nightly News, Fox News, CNBC, PBS News Hour, Bloomberg TV, National Public Radio, California Insider, Road Dog Trucking Radio on SiriusXM and a host of other local network affiliates. Even in his current role, Matt has continued to remain a trusted voice on state and federal policy issues and their influence on supply-chain efficiency constraints within the drayage industry.

Robert Loya currently serves as Chief Executive Officer of the Harbor Trucking Association (HTA), a coalition of intermodal carriers serving the West Coast ports of Los Angeles, Long Beach, Oakland, Seattle, and Tacoma. In this role, he leads efforts to advocate, educate, and promote strategies in collaboration with goods movement stakeholders and policymakers to sustain emissions reductions, improve intermodal truck efficiency, and support the return of cargo and jobs to U.S. West Coast ports. With over 30 years of experience, his background includes senior executive roles such as COO for TGS and Vice President of CMI West a Cal Cartage Company. Notably, he served as Director of Terminal Operations for Horizon Lines, LLC—the nation’s largest Jones Act carrier—and Vice President of its drayage subsidiary, Sea-Logix. In these capacities, he led and managed all terminal operations, oversaw the relationship with the marine terminal partner for the liner business, maintained full P&L responsibility for the subsidiary, and managed the IBT union contract. A former Board President for both the HTA and the California Trucking Association, Robert has been instrumental in shaping federal policy, including the Ocean Shipping Reform Act (OSRA). He holds an Executive MS in Transportation Management from the University of Denver and a BS from the University of Southern California, where he was a member of the 1996 Rose Bowl Championship team. Robert is also a graduate of the inaugural ATA LEAD program.

Chanel Parson is responsible for progressing SCE’s vision for a Clean Energy Future through accelerating the adoption of electric vehicles, solar, and battery storage. Chanel also progresses this vision through her responsibility for Demand Flexibility, including demand response, vehicle-to-grid integration and virtual power plants, to optimize the customer-grid interface in support of energy affordability and grid reliability and resilience. Her portfolio includes over $1 billion in programs that directly support California’s objective to reach carbon neutrality by 2045. Prior to this role, Chanel has also served as the executive responsible for building electrification, and energy efficiency programs. With over 19 years of utility experience, Chanel has led teams in training, transmission and distribution operations, project management, regulatory, safety, and customer service.

Dr. Noel Hacegaba is the Chief Executive Officer of the Port of Long Beach, a world leader in supply chain innovation, customer service and environmental sustainability. He is responsible for advancing the Port’s pioneering projects and programs and elevating its leadership position in the global trade arena. Each year, the Port processes nearly 10 million container units carrying $300 billion in goods that power the local, regional and national economy by supporting nearly 3 million jobs. Dr. Hacegaba leads a team of 600 staff and manages an annual budget of $834 million. He also oversees the delivery of a $3.2 billion capital improvement program, the largest of any port in the nation.

Chief of Police Jim McDonnell brings over 40 years of dedicated service to law enforcement. He began his career with the Los Angeles Police Department (LAPD) in 1981, steadily rising through the ranks to become First Assistant Chief. A nationally recognized leader in community policing, Chief McDonnell was instrumental in transforming the LAPD by prioritizing de-escalation techniques and strengthening community relationships, helping to position the department as a model for modern policing nationwide.

In 2010, Chief McDonnell was appointed Chief of the Long Beach Police Department, where his leadership led to significant reductions in crime. His efforts earned Long Beach national recognition for its work in community engagement, counterterrorism, gang enforcement, and human trafficking investigations. In 2014, he was elected Sheriff of Los Angeles County, where he focused on accountability by establishing key oversight mechanisms, increasing transparency, and launching initiatives to build community trust.

Chief McDonnell holds a Master’s Degree in Public Administration from the University of Southern California and has completed executive education programs at Harvard’s Kennedy School of Government and the FBI National Executive Institute. The Propeller Club of Los Angeles–Long Beach will grant scholarships ranging from $250 to $1,000 to graduating high school seniors. In 2019, the Board of Governors established two scholarships in memory of ILWU Local 13 Longshoreman David Arian and former Port of LA Chief Harbor Engineer and Propeller Club Board Member Adam Birkenbach, each awarding $1,000. In 2025, a third $1,000 scholarship was added in memory of John Ochs, USCG Commanding Officer and Chief Labor Relations Officer of APMT. In 2026, the Board further expanded its commitment to supporting future maritime leaders by establishing the Monika Wegener Memorial Scholarship, honoring her extraordinary legacy and decades of service to the Propeller Club and the broader maritime community. The recipients of these awards will be announced during the event.

There are a few parking options available at the Pike, the most conveniently located will be valet, which is right outside the restaurant, between Gladstone's and PF Changs. There is also a self-parking lot right next to PF Changs, and there are the two parking structures - The Pike parking structure and the Aquarium of the Pacific parking structure. The restaurant validates for all these options, which is a discount of $2 per hour.

Katie Farmer was named President and Chief Executive Officer in 2021 and also leads BNSF’s Board of Directors. With more than 30 years of railroading experience, Katie most recently served as executive vice president and Chief Operations Officer, where she oversaw the entire BNSF Operations organization, including train operations; maintenance of track, structures, and rolling stock; as well as sourcing, safety and training.

Prior to serving as executive vice president and Chief Operations Officer, Katie served as vice president, Service Design and Transportation Support since July 2017. In this role, she was responsible for the scheduling of railroad operations to meet customer expectations and optimize use of the BNSF network as well as service design functions for the Agricultural, Industrial, Consumer Products, and Coal business units in addition to Capacity Planning, Joint Facilities, Shortline Development, and Passenger Operations.

Katie began her career in the railroad industry with Burlington Northern in 1992 as a management trainee in Fort Worth, Texas. Katie has held a variety of positions in sales and marketing in the Chemical, Plastic, and Minerals business units. She also held positions in finance, customer solutions, and network operations. In 1998, after a field sales position in Houston, Texas, she returned to Fort Worth as director of Plastics Marketing. In 2001, she was appointed to general director of Chemical Products Sales. In 2002, she was promoted to the position of assistant vice president of Carload Equipment, supporting the Carload, Agricultural Products, and Coal business units. In December 2005, she was named vice president, sales, Industrial Products, and in June 2010 was appointed vice president, Domestic Intermodal. Beginning in January 2013, she served as group vice president, Consumer Products.
